Terrorist Financing Targeting Center Spring Events

The Terrorist Financing Targeting Center (TFTC), established in 2017 to enhance U.S.-Gulf Cooperation Council (GCC) coordination against terrorist financing, hosted two events in April in Manama, Bahrain.

On April 22, the TFTC hosted GCC, U.S., United Nations, and private sector attendees for a workshop on detecting, prosecuting, and penalizing sanctions evasion.  Participants discussed typologies and mechanisms to disrupt sanctions evasion, and member states relayed best practices from their respective jurisdictions.  The workshop included presentations from Bahrain’s Ministry of Foreign Affairs, the Saudi Central Bank, the U.S. Department of the Treasury, a financial risk advisory firm, and the United Nations Counter-Terrorism Committee Executive Directorate.

On April 23, the TFTC convened its second Fellowship event of 2025, where TFTC Fellows discussed efforts to implement and enforce UN Security Council Resolutions, including efforts to strengthen sanctions compliance.  The Fellowship event included presentations from the United Arab Emirates, the State of Kuwait, the U.S. Department of State Bureau of Counterterrorism, and the United Nations Analytical Support and Sanctions Monitoring Team.

TFTC-hosted events provide collaborative opportunities for member states to identity and disrupt shared threats and learn from one another in a constantly shifting counter-terrorist financing environment.  The TFTC continues to prioritize efforts to build a shared understanding of terrorist financing risks and to identify and implement global best practices.
