Terrorist Financing Targeting Center Launches Third Fellowship Cohort in Washington, D.C.

The Terrorist Financing Targeting Center (TFTC) launched the third cohort of its annual Fellowship Program during a kickoff week held in Washington, D.C., from January 12-15, 2026. The program brings together mid-career professionals from TFTC member states to participate in a yearlong capacity-building and training fellowship focused on countering terrorist financing.

This year’s cohort includes 39 Fellows representing the breadth of the counterterrorist financing community. Participants include both uniformed officers and civilian officials from security services, central banks, financial intelligence units (FIUs), AML/CFT committees, public prosecutors’ offices, and ministries of finance, interior, foreign affairs, and commerce.

The kickoff event opened with remarks from TFTC Co-Chairs U.S. Treasury Director Maria Judah and Major General Yousef Almohsen, Head of Saudi Arabia’s Permanent Counterterrorism Committee. Throughout the week, the Fellows also engaged with senior U.S. officials, including the Under Secretary for Terrorism and Financial Intelligence and Assistant Secretary for Terrorist Financing, who highlighted current U.S. counterterrorist financing priorities and emphasized opportunities for collaboration through the TFTC framework.

During the week, Fellows participated in 12 briefings and discussions led by more than 20 subject-matter experts from across the U.S. government. As in previous years, several Treasury components delivered in-depth training sessions, including the Office of Foreign Assets Control (OFAC), Office of Intelligence and Analysis (OIA), Financial Crimes Enforcement Network (FinCEN), Treasury Executive Office for Asset Forfeiture (TEOAF), and Internal Revenue Service Criminal Investigation (IRS-CI).

The goal of the Fellowship kickoff week is to underscore the importance of sustained collaboration within and across government institutions to effectively counter terrorist financing. TFTC looks forward to reconvening the Fellows virtually and in person throughout the year as the program continues to build capacity and strengthen partnerships among member states.
